Are these attacks a sign of weakness against major powers like the United States? It seems that Iran is deliberately avoiding direct conflict with American warships stationed near its shores.
Fear of Heavy Costs
This approach stems from Iran's fear of the heavy consequences and high costs of a military confrontation with the U.S. Especially considering the current economic situation of the country, any military conflict could severely strain it. Thus, Iran seeks to express its dissatisfaction with the policies of the United States and its allies by focusing on civilian targets in the region.
Inability to Showcase Military Power
